PROLOGUE - WELCOME TO WINTER HAVEN

 

Winter Haven is a sanctuary for the rich, the powerful, and the well-connected.  But don’t mistake that as a sign of safety. Terrible things go on in this city despite the best efforts of a very few to keep law and order alive, if not all that well.

 

In Winter Haven, people disappear without a trace and others inexplicably die when they are in the best of health.  Yet few of these disappearances or deaths are ever investigated.  Even fewer perpetrators are brought to justice.   The residents of Winter Haven like it this way.

 

But there’s change in the air.  Something has come to Winter Haven that even the jaded, wicked people of this city cannot abide.  It’s called the Powder.  Some think it’s a drug.  Others think it’s a gateway.  But one thing’s for sure, it’s shaking up this town and all those secrets, all those lies -- and all those bodies -- are coming to light.
